Phi Chapter practices are consistent with the Constitution International Standing Rules, the NC State Organization designated parliamentary authority and NC DKG Bylaws and Standing Rules.
These Rules follow the order of the NC DKG Rules Committee outline for convenience in use and revision.

ARTICLE I Name
The name of this chapter shall be Phi Chapter, of the North Carolina State Organization (formerly known as Eta State), of The Delta Kappa Gamma Society International, and The Delta Kappa Gamma Society International, hereafter known as Phi. The North Carolina State Organization may be abbreviated as NC DKG.
ARTICLE II Mission and Purposes
The mission of the Phi Chapter is to promote professional and personal growth of women educators and excellence in education.
The purposes of the Phi Chapter shall be the seven (7) purposes of the Delta Kappa Gamma Society International and those of the North Carolina State Organization.
ARTICLE III Membership
Members are received by invitation only. An individual becomes a member of the Society when she pays her dues.
Membership of Phi Chapter shall be composed of active, reserve, collegiate and honorary members.
An active member shall be a woman who is employed as a professional educator or or has been employed as a professional educator at the time of her election. An active member shall participate in the activities of the Society.
A reserve member is a formerly active member who is unable to participate fully in the activities of the Chapter due to a physical disability and/or geographical location. Reserve status shall be granted by a majority vote of the chapter. A reserve member, so requesting, may be restored to active membership.
An honorary member is limited to women who are not eligible for active membership but who have rendered notable service to education or to women.They shall be privileged to participate in all activities except that of holding office.
A collegiate member shall be an undergraduate or graduate student. Undergraduate student collegiate members shall be enrolled in an institution offering an education degree with the intent to continue academically and professionally in the field of education; and be enrolled within the last two years of their undergraduate education degree. Graduate student collegiate members shall have graduate standing in an institution offering an education degree and have the intent to continue academically and professionally in the field of education. When a collegiate member starts her career as a paid educator, she will pay active member dues and become an active member. If a collegiate member does not pursue a career as an educator, her membership will expire upon graduation or withdrawal from the education degree program.
The Phi chapter has full authority for the administration of chapter membership.
Nomination and election of new members shall be in February. Election will be done by ballot with majority rule. The Membership Committee shall issue invitations to prospective members. Prospective members will be invited to an orientation held prior to the induction ceremony. The Chapter President and the Chair of the Membership Committee shall arrange the orientation session with prospective members for a time after invitations are mailed and before acceptance or rejection has been received. Allow fourteen days for a response from nominee. No response will be considered a negative answer. Initiation of new members will be held in April on odd number years. Reorientation will be on even number years. Transfers from one chapter to another may be made by members in good standing upon notification to Society Headquarters.
Termination of membership in the Society shall be for non-payment of dues and fees, resignation, or death. Reinstatement of membership shall be by the Chapter receiving the request and by the former member paying current dues.
All membership records are kept at the local level. Chapter minutes must include the names of members terminated, including the reason and date of termination
ARTICLE IV Finance
The annual chapter budget, including a recommendation for annual dues and assessments, shall be developed by the Finance Committee and submitted for approval by the chapter members at the first meeting of the fiscal year with a vote by majority rule. (Note: All members shall be notified of proposed changes in Chapter dues prior to the first meeting.)
The membership year is July 1 - June 30.
For membership or reinstatement between July 1 and December 31, the member shall pay dues and scholarship fee for the current year. New members shall also pay the induction fee. For membership or reinstatement on and after January 1, the member shall pay one-half the international and state membership dues, in addition to the full scholarship fee. New members shall also pay the induction fee.
Annual Chapter, State, and International dues and fees are payable to the Chapter Treasurer no later than June 30. Membership dues will be submitted to the State Treasurer prior to the June 30 deadline. Members not paying international dues by October 1 will be dropped from membership. An induction fee of ten dollars shall be required of new members. Chapter retains $7.50 and sends $2.50 to state treasurer. The Phi Chapter President shall approve all expenses before they are sent to the Chapter Treasurer for payment.
A financial review will be conducted yearly.
Chapter expenditures shall be reported to the membership at each meeting.
Special funds and/or awards may be created by the Executive Board and approved by the membership.
The amount of the Recruitment (Scholarship) Grant shall be according to the amount recommended by the Recruitment Committee subject to approval by the Executive Board and the Chapter.
State Convention costs for the Chapter President will be paid by the Chapter, including registration, transportation, and lodging.
ARTICLE V Organization
Phi Chapter shall govern the conduct of its business in a manner consistent with the Constitution, the Standing Rules of the Delta Kappa Gamma Society International, the NC DKG, and the Phi Chapter.
The Chapter President shall represent the chapter on the NC State Organization Executive Board.
ARTICLE VI Officers and Related Personnel
Chapter officers shall be elected no later than March 15 of the even numbered year in order to allow adequate time to arrange for attending NC DKG Convention. The filing of vacancies shall be in accordance with the Constitution.
Newly elected Chapter President shall submit to the Executive Secretary of NC DKG the names of the new officers.
The Chapter President shall appoint committees to serve during the biennium. A listing of committee members with the Chair of each shall be submitted to Executive Secretary of NC DKG.
Nominating Committee shall present at the February meeting a slate of officers (President, Vice President, and Secretary). Nominations may be made from the floor as well.
A treasurer shall be selected by the Chapter’s Executive Board. The chapter treasurer will maintain an accurate and current membership roster.
A parliamentarian, who is not an officer, shall be appointed by the Chapter President.
With the exception of the treasurer, the term of office for all officers shall be a two-year term or until a successor is named.
ARTICLE VII Executive Board The Executive Board shall consist of the elected officers, the immediate past president, and such other members as may be designated by the Chapter. Meetings of the Executive Board shall be held at least twice annually. The board may meet at other times upon the call of the president. The Chapter Executive Board may meet through electronic communication as long as all the members may simultaneously hear one another and participate during the meeting. The parliamentarian shall be an ex-officio member without a vote. The duties of the Executive Board are to select a Chapter Treasurer, supervise the affairs of the chapter, approve recommendations of the membership committee, transact any business between meetings of the chapter and report them at the next business meeting of the chapter, make recommendations to the chapter regarding proposed amendments to the chapter rules. A quorum is required with a simple majority of the members of the Board present (50% + 1).
ARTICLE VIII Committees
The Standing Committees shall be divided into Society Business and Society Mission and Purpose.
Society Business shall consist of: Communication and Publicity, Finance, Membership, Nominations, and Rules.
Society Mission and Purpose shall consist of: Educational Excellence (World Fellowship and Schools for Africa), Recruitment (Scholarship), and US Forum.
All Standing Committee Chairs shall be appointed by the President.
The President is an ex-officio member of all committees except Nominations.
Ad Hoc Committees shall be appointed by the President as needed.
Standing Committees shall function in accordance with the Constitution, NC State Organization Bylaws, and the HANDBOOK of the Delta Kappa Gamma Society International, latest edition.
Chapter Committee Chairs shall be prompt in reporting to the state chair. Reports requested by state or international shall be submitted in the format specified by Society Headquarters.
ARTICLE IX Meeting Phi Chapter shall have four (4) meetings per year. Chapter meetings may be face-to-face, through electronic communications, or a combination of the two as long as members may hear and actively participate in the meeting. Matters needing immediate action may be voted on by mail or electronically. A majority vote of chapter members is required for this action. Ratification of mail voting must be made at the next face-to-face meeting. No Proxy voting is allowed. Special meetings may be called by the president as needed. **A quorum is 11 members present.
ARTICLE X Communications and Publications
The Phi Chapter Newsletter shall be published four (4) times per year.
The Phi Chapter Newsletter shall be delivered electronically to those with email addresses and by direct mail to those without electronic communications.
All publications shall be approved by the President.
The Chapter may meet through electronic communication as long as all the members may simultaneously hear one another and participate during the meeting.
ARTICLE XI Parliamentary Authority
Robert’s Rules of Order (current edition) shall be the standard by which meetings are conducted.
ARTICLE XII Amendments
Chapter members will be notified in the Phi Chapter Newsletter of proposed rule changes.
Approval of changes will require a simple majority of those present at the business meeting where the proposed changes are presented. *Chapter rules shall be amended automatically by the Rules Committee to comply with the Constitution, International Standing Rules, and the NC DKG Bylaws and Standing Rules. Notice of automatic updates shall be published in the Phi Chapter Newsletter. ARTICLE XIII Dissolution
North Carolina State Organization’s approval of dissolution must be made according to guidelines set forth in the Constitution prior to any action by Phi Chapter.
Procedure for the transfer of members shall follow International transfer procedures.
Funds remaining in Chapter accounts are to be sent to the Eta State Treasurer. The chapter charter, paraphernalia, and records are delivered to the Eta State Organization.
